Software U-blox gps hal 2

This is a library to load u-blox gps beacons you need to have your kernel configured with gnss, serial and u-blox. My prime os kernel is configured this way. This library was hard to build I ended up using the ndk rather than aosp. I could only compile it for x86 because it would only link with an old version of openssl. The bottom line is that it works.
