There's no special way to install it.

If it's not installed, try enabling Auto Update Play Services in GearLock > Game/System Tweaks > Enable/Disable AutoUpdate of Google Play Services then reboot.

Another way is installing GApps via Gearlock in Extra misc. functions > Open GApps Installer or manually download at https://opengapps.org/ [Platform: x86_64, Android: 7.1, Variant: pico or whatever you want].

It's likely your internet is poor nor the server is down. Just download it from https://opengapps.org
