Finally figured it out and the answer is dumb . First download gfx tool from playstore (one that always works )

For this you need the following :
This one for gfx tool 👉 https://play.google.com/store/apps/details?id=eu.tsoml.graphicssettings&hl=en&gl=US.
Files > https://play.google.com/store/apps/details?id=com.marc.files&hl=en&gl=US
And the package name of pubg(com.tencent.ig) / bgmi (com.pubg.imobile)[without the brackets]

If you are here , then definitely you have used this app but it didnt work but that is not the app problem , it is an android limitation .
Now the Solution 👇
1. Open the app and change all the usual settings to your preference.
2. Then click the accept button once.
3. After the ad finishes , and you get to the run game button . Close the APP but dont click it .
4. Now open the files app ( the one given above ) , go to Android folder which should be in internal storage(where your device name is written)
5. Inside the Android folder should be data and obb .
6. Go inside data and rename the package name to something else but copy the original one to clipboard.
7. Go inside obb and rename the package name to something else but copy the original one to clipboard.
8. Clear the data of pubg /bgmi from app settings .
9. rename the name of the folders you changed to their original name .
10. Launch the game and enjoy .

You have to do this everytime you launch the game and if you dont want to curse Google.

Well I didn't know that before
and many others wouldn't know that as well so I made a guide so others won't have to struggle . I literally searched all YouTube and Google before but found none that worked to change resolution in Android 13 .

Hey bro, could you help me, I am on Android 14 on pixel 7 pro, when I use the latest gfx tool app, it doesn't let me apply the patch. It puts me to a file selection where Android prevents the app from accessing the obb/data of pubg. Thru the regular files app I am able to access the data/obb of pubg. Any help?
